Hi, I'm looking for a filter that can give me an effect similar to this:
http://imgur.com/a6iO4O7
I don't mean the shrinking effect....I mean the pixels being left behind effect. So, If I had a video of a formula 1 race and I applied the filter, all the cars would leave behind a smudge. So if I left it on then the whole race track would eventually become a mess of lines exactly where all the cars were driving.
I'm sure there is a very simple way of achiving this or a filter that could do the job. Please give me adive

There are various "echo accumulation" plugins with slight variations that can overlay instances +/- instance removal. For example you can look at CC Time Blend FX in After Effects (but it's unfortunately it was removed by cycore in the newest versions of CC). There are also free ways in avisynth with scriptclip() and overlay()

See this thread and post #16 for the avisynth script example

 e.g

Here is mr. skele doing some breakdancing , and the "echo accumulation" version done with that script
