Is there a way to create bookmarks in a video like CUE files for audio?

I am recovering an old video tape to PC. I would like to create a playlist file that points to specific sections in the video, much like how a CUE file points to specific sections in an audio file. Is there any standard file format that can do this? I wasn't able to find anything on a search engine.

It would be great if the format works on consumer equipment like iPads too. I may try creating a CUE file and testing if it just works for videos too.

Does anyone know how broadly compatible these playlist formats are? Especially on iPads?

Chapter files will book mark videos,look for a chapter editor and it will let you set the exact times you want to set chapters to.
