Whats an easy route to create the sort of "audio-effect" shown in this video, where the audio runs continually while some shots is on the person and some arent. Software that i use mostly is Adobe Premiere, Adobe After Effects and AVS Video Editor.

No "effect", just that video was edited with an NLE that supported multiple audio tracks, and there are at least 3 in this video: Interview on-cam audio, Harp/symphony music bed, car ignition sound during the animated logo.
Don't know if AVS can do this (probably), but PPro & AE can no problem. Basic audio-for-video editing/layering work.
