NEWBIE AND NEED HELP CAPTURING AND EDITING

HI all, out their this is my first post so thanks in advance for any replies.

Ok here we go. I am capturing TV shows to my computer from cable. I want to be able to edit out the commericals and make them into VCDs to watch on my DVD player.

?1 What is the best setting for making a VCD. The default setting I have really makes my captures suck. I know that there is SVCDs, but my Sony DVD player will not play SVCDs. Should I use a different capture program or is there some tweaking I can do to make my mpeg captures better, or can I capture some other way and then covert.

?2 I want to edit out the dumb commericals Im getting. I have win XP moive editor but it converts my mpeg into a wpe file or something like that. Do I need some other editing software or is there a way to convert it back to an mpeg.

?3 I have nero now but sometimes when I burn a VCD my DVD player will not detect the cd maybe this is just my fault or something, but if you have some insight on this let me know.
