Look in the "Comparisons" on this website.
The conclusion is that TMPGEnc is the winner but you have to use the HQ setting!!!
I hope it will help you!

thanks..... but what is hq??? i have version a. & have been asking the best posibble settings to get the best picture on a vcd... especially in actions and dark sequences

each movie is different, you have to **** around with the settings and i know it's a pain in the ass. i'm sure if you look around you can find out which settings are the one's that should be changed.
it's like asking "what is the best car?" it's all subjective. -
but i just need it for to kind of movies..... which is a movie to dark and the pixalation in certain action spots
