Hello,
Can somebody please inform me about the most usual technical specs necessary to submit short films and feature films to festivals?
What about the resolution, codecs, bitrate and any other details?

All festivals have a spec sheet for submission - In short, it varies a lot, there is no "usual"

Is there a minimum, or is there a value which will always be fine at least?

No, because each is different . Usually the minimum is SD, DVD resolution
eg. Some still only accept SD footage on physical DVD (as DVD-video) , others expect HD footage as quicktime MOV , etc...to be sent by FTP . Some actually use youtube as their medium.... You will find dozens of different combinations . Surf and look at some festival web pages you will get the idea and see wide variety of submission guidelines -
If you're planning on entering some festivals, you should always create 1 highest quality "master", or at least as highest that you can achieve.
From that master, you can derive multiple versions or formats . It's always possible to go "down" (e.g. HD=>SD) , but the reverse , going "up" isn't very good.
Shoot high, don't shoot low -
