  1. I recently bought a Hauppauge WinTV-HVR 1850 TV Tuner card. It works great, but I recently noticed I am capturing HD video at 60 fps. I am pretty sure most TV in America is shot at 24 fps. I tried DGIndex, assuming the 60 fps video might be encoded similarly to how a 24 fps DVD is written to the DVD as a 30 fps stream. But I couldn't get it to do what I wanted. Is there any way to convert back to the original 24 fps with simply down sampling? Is there something I am missing here?

    60 frames or 60 fields ?

Post a mediainfo report of a sample capture.

  3. Over the air broadcast in the USA is either 1280x720 59.94 fps progressive, or 1920x1080 29.97 fps interlaced (59.94 fields per second). That is what your capture card will capture because all it does it save the already compressed digital transport stream to a file.

Film sources will have duplicate frames or fields to match those specs. It's possible to restore the original 23.976 fps film frames but you will have to decimate or inverse telecine, respectively. Either will require a reencode which will lose quality.
