I tried searching, but couldn't find what I was looking for. I'm looking for a way to know what the correct resolution to downscale is after cropping. For example I have a 1920x1080 bluray with the black bars cropped off it comes out as 1920x1036. How would I go about figuring out the correct/closest 720p resolution to downscale to as well as 480p.

It's just a matter of using the source video dimensions after cropping and the desired width after resizing to calculate the new height. Normally you'd use a width of 1280 for 720p and a width of 720 (or less) for 480p. So......
As an example, if you were take a 1920x1080 video, crop 4 pixels from the sides and a total of 80 pixels top and bottom, then re-size to a width of 1280, it'd be:
(1000/1916)*1280=668, giving you 1280x668
To convert your example to 480p using a width of 720:
(1036/1920)*720=388, giving you 720x388
