I have converted an old DVD to MP4 but the quality is not good and it is quite pixilated and blurry. Can anyone recommend any software to improve the quality?

Was the original video pixilated and blurry to start with?
What did you use to convert it?
Is this a commercial DVD? -
No, I ripped a dvd my uncle created using WinX DVD Ripper and this created an MP4 file. The original wasn't great but the MP4 is worse.

Once it's been improved (if that's possible) I want to upload to YouTube.

Hard tell without a sample/image. Try increasing the bitrate in your conversion. See if that helps any.

This is probably your best way to convert. There are a few filters you can play with in AviDemux.
Check out the Search box for tips using Avisynth (this is not easy to learn and will take time).
The people on here will help if you ask, but you are likely not going to accomplish what you want overnight.
What you are asking for is not the best way to convert, but rather the best way to restore a video
and that is a different kettle of fish.

Remove "motion blur" or at least reduce it.
