"Your font cache is being rebuilt. This may take several minutes." (Or words to that effect.) After that runs its course, the video plays. Actual delay is more like 15 seconds, but occurs each time I go to play video files on the computer, or check a video DVD. Choice of player (VLC, MPC-HC) does not seem to matter. Whassup wit this ?! Haven't ever seen it in XP, or other Win 7 installs. Evidently, some item is missing . . . ?

I have only seen this on VLC. I rarely use MPC-HC but I have never seen this there. That means nothing though as I rarely use it. VLC will do that after each upgrade but I only recall seeing that in VLC at that time. Are you doing something weird like using a cache in some kind of RAM disk that gets cleared after each reboot? I suggest checking your configuration under those programs to see if you have some kind of cache going to an unusual place that might get wiped regularly.

Not deliberately or to my knowledge, which almost certainly means 'No.' I wouldn't even know how to establish a setup like that if I wanted to. Other details: both the VLC and MPC-HC are the latest 32-bit portable versions listed here in the Tools Section. On another rig, I am using the equivalent 64-bit portable versions, with no such incidents. (*) Regular WMP does not seem to be exhibiting this problem, but I detest the UI for that, and have barely used it. As a last point, the portable edition MPC-HC gives an initial error message that my Direct-X runtime is not sufficiently up-to-date (could that be a major part of this ?), but then goes on to work normally.

[* That is to say, I'm using 32-bit stuff on the 32-bit W7, and 64-bit stuff -- wherever possible -- on the 64-bit W7. Trying to stay away from anything that might be problematic. In general, I've had very good results with the portable versions of app.s.]

O.K., this appears to be the problem

    http://www.mysensetechnology.com/2011/02/problem-solution-font-cache-on-vlc.html

or at least it appears to have fixed it. A bit odd, because I never saw this issue come up on prior versions of VLC that I've used on different computers, whether it was an installed or a portable version, a 32-bit or a 64.

The error from MPC-HC (which did mention DirectX) was cured by installing the latest (? -- June 2010) DirectX Runtime. Curiously, the regular WMP on this box did not exhibit any problems . . . other than the fact that the UI for recent WMP has gone completely to ****. Obtuse, and not really usable.
