What is the best DVD Player and DVD editor all in one for the buck?

I am using power director 10, not impressed for the money, plus they keep asking me to upgrade. I does not play my DVDs movies I bought at the store. Can some one sugest a better alternative?

VLC is free and has the nice feature that it ignore DVD region codes.

For editing I use VideoReDo TVSuite H.264 and MPEGVCR.
