looking for device that lets me put video from my hi8 sony camcorder onto my computer i bought it 4 years ago and never really used it because i have always wanted to put it on my computer

Best bang for the buck is to get a new digital camcorder with pass thru, it will convert it to DV-AVI which can be passed onto you computer, or to digital tape or both. when your done with your anaolog tapes you still have a camcorder.
Sell your old one on E-Bay
Other option is a DVD recorder which can also be used for other things. Once recored to disc you can rip the disc to your hardrive for further editing/authoring.

Or you can get a cheap capture card/usb device and capture it to avi or mpeg for dvd conversion. Then you can also use it for tv recordings if you get the ones with tv tuners - most have them.

personally, I think the biggest bang for the buck would be one of those ADS Pyro converters...cheap with good results.
