I am trying to convert .flv files to MP4 (H.264/AVC with AAC LC audio). Everything is working fine, but it seems I can't control the bitrate. The source .flv file video bitrate is a little over 1000Kbs and the audio just over 100Kbs, AVC video 960:540 25fps, AAC-LC audio 44.1khz.

My super settings are: Video Scale: No Change Aspect (nothing selected) Fram/Sec: 25 Bitrate 1104, Hi Quality, Stretch it.

    Audio: Stream Copy

The resulting MP4 file plays fine but has a video bitrate of 1813kbps. No matter how low I go on the setting, it stays up around 1800. But if I set it really high (like 2500) then it will agree with my setting. The audio is direct stream and is at 127kbps bitrate.

It is not always "stuck" at the 1800 minimum. On another .flv conversion where the source was around 600kbps, I couldn't set it below about 1200kbps.

I am wanting to keep the size about the same as it is without very much loss in quality. I have searched and can't find anyone with this problem. Thanks.

Thanks for the suggestions. I downloaded Freemake and it looked like it would be a good program.
