I'd like to burn discs which have both data and SVCD portions. They need to play like a regular SVCD in standalone players but I prefer the autorun in the data portion to execute on a PC.
This would allow combining video with support web sites, codecs, etc.
Is this possible?

yes it is. it is very simple with nero, just add you svcdvideo to the tracks list as usual and then make a new folder to store your datafiles in...or you can put them in the root folder. do not put any files in the standard svcd folders.
