I'm trying to convert a DivX movie to SVCD, and want to keep it's original framerate of 23,976 FPS to avoid studder. But when I use the NTSC film template in TMPGEnc, which is supposed to use 23,976 FPS for the encoding, the converted file has a framerate of 29 as if it used the NTSC template. Is this a bug in TMPGEnc, or am I missing something? Thanks in advance.

I cant claim to be familiar with this template but what you may be seeing is the effect of 3:2 pulldown applied by Tmpgenc. What are you using to inform you of the framerate of the output file? Tmpgenc can insert the 3:2 pulldown flags in order to allow a NTSCFilm Mpeg to be played back at normal NTSC frame rates, perhaps this is being interpreted as 29 fps. Check the 3:2 pulldown setting in the advanced settings tab of Tmpgenc after loading the template, you may want to clear it.
BTW, I have found (doing DVD encoding) that TmpGenc produces slightly jerky video when using the 3:2 pulldown setting, but using the standalone pulldown.exe produces much smoother results. I cant claim to know enough about this topic to explain how this could be!
