I tried MSI afterburner and HW monitor but neither will give me a wattage reading on my Nvidia Geforce 210 video card. HW monitor does offer a little something, but I'm not even sure what that reading means... I have this card in a Dell optiplex and maybe that is some of my problem... Any other applications out there that could give me more of an idea of my wattage usage? I attached the hwmonitor snapshot while idle. Thanks in advance!

I'm not aware of any software that can do that. You can buy hardware that will measure the power consumed by your whole system, but this will not give you a breakdown of what individual components are drawing.

Thermal and Power Specs:
Maximum GPU Temperature (in C) 105 C
Maximum Graphics Card Power (W) 30.5 W
Nvidia surely have the specs and may tell you if you ask; it can hardly be secret, any competitor could benchmark it easily.
