is it possible, is there a device that will convert a tv signal to a computer signal. (it would be preferable via vga conections)
i would like to use a computer monitor with a karaoke machine, which has a vga, but must go to a tv for video.
again, i would like my karaoke machine to display upon a computer monitor.

There are many scan converter that can convert composite or s-video to VGA for a computer monitor. For example:

You need a capture card then and that has basicly nothing to do with this thread.

The scan converter is not going to improve the picture quality. In fact, it will probably be significantly worse with cheap scan converters. So there is no point in recording the VGA output of the converter. Record directly from the composite output of the karaoke machine. Any analog video capture device with a composite input will work.
