    hello
    I have COLLATERAL DAMAGE and i am planning on burning it as a vcd.
    In TMPGEnc, when i click on 'settings' in the video tab, i see the frame rate is 60fps at default. then do i have to change it to 25 for PAL? or 29.976 for NTSC? or do i just leave it like that?

    Just use 29.97 ntsc. Thats the standard in north america
