ATI AIW Radeon- No adjustment tabs!!

OK. I think I have FINALLY found out why when I try to output from PC to TV/VCR I get black spaces at top and bottom of my TV screen. After I downloaded the latest ATI AIW Radeon driver, it told me to change the vertical and horizontal screen size by clicking on the + and - buttons on the adjustment tab-there is NO adjustment tab; even after I enabled the TV. HELP PLEASE!!! Thanks. Dale

I have these settings on Display Properties->Advanced->Displays->TV

I do too. But once I get to the TV, I can only enable or disable. There is no adjustment that the help section says that there is supposed to be to change the size of the TV screen.
