AVI to MPG leaves me with an audio track and some garbage?

I'm terribly new to all of this, so if someone could fill me in as to why, when i convert an avi to an mpg via TMPGenc, i end up with an audio track, and a thin line of garbage at the bottom of the screen (which i presume is my video track).

The avi's look fine, but the mpg's and the vcd's are both like this.

Thanks in advance, as I'm sure I'm just doing something wrong somewhere along the line.
