I capture using the Hauppauge 1600 internal card using an S-Video cable coming from the back of my TIVO HD Series 3. Even though the channel I'm capturing is HD (16:9 aspect ratio), the display in WinTV7 is 4:3 with the image stretched vertically. Is this due to my using an S-Video cable to capture, i.e. is the S-Video cable incapable of carrying the 16:9 image? Would it help for me to get one of those componenet-to-S-Video adapters that would allow me to connect component video plugs into the back of the TIVO and the S-Video connector into the Hauppauge card?

No. But lucky you to have an anamorphic signal. Most boxes will letterbox, reducing the quality. Just tell your encoder or player the video is 16:9, not 4:3.

    No.
