Green bar on right side during playback

I am encountering an issue with playback on my new HTPC. I am trying to playback a WMV file that I created from a DVD.

First, let me give some more information...

1. I am trying to playback in Windows Media Center and Windows Media Player. I am running Windows 7 x64, no codec packs installed or any other additional media players. I only use Windows Media Center. Please do not tell me to use something else, this is what I want to use.

2. The green bar only shows on this computer. I have two other computers running Windows 7 x64, and this same file does not show the bar on those computers.

3. I have the latest drivers.

4. See attached image for a screenshot. The green bar is obvious.
