Jittery Flickering!

Had to reinstall win xp.. just noticed now with some games i have played now i get a jittery flickering (see attatched vid) http://tinypic.com/player.php?v=2h7ghth&s=7 htis is just a point and click game low on ram usage(i have 2 GB)

this is my card




Been to Nvidia all drivers are updated...wondering if there is some setting that i may need to change refresh rate is 60 Hz

I cant find that option in the nvidia control panel,or should i be looking elsewhere?.. I really dont understand it..i just tried FSX and there is no distortion/flickering..im baffled as why some are behaving like this and others are not...
