Is it possible for me to have two display inputs on a single monitor?
I have an external TV tuner card connected to the DVI port on my monitor & the CPU connected on the VGA port. Is it possible for me to have both the displays on my single monitor side-by-side or like PIP?

Not unless the monitor has the circuitry to do this, or you have a video mixing box that can do it for you. A switching box or two monitors would be the cheaper option.
If the tuner card has software that allows you to watch the signal on your PC, use that to get PiPRead my blog here.
