PGCedit shows one subtitle stream only?

So I am following the guide to add subtitles to a movie (the original has 1 Japanese subtitle and is 16x9 video) - I know for a 16x9 movie I am supposed to add two subtitle streams?

I have English subtitles that will replace the Japanese subs.

So I add two English sub. streams (they are the same) in Muxman (first "wide" and then "LB").

I add back the original Menu in VOBlanker and everything goes well.

I open the finished project in PGCedit and there is only one subtitle stream showing, thats ok I know because when I click the green reel icon it should come up and tell me that it actually found two subtitle streams and it has set to two streams but instead I get nothing?

So right now I only have the one stream set at "0-0-0-0", to show the subs on a 4x3 TV don't I need another stream that should be "0-1-1-0"

You open the substream 1 (the second one down) that says 'none' at the moment, set it for 0-1-1-0, 'OK' back to the main screen, and then do the green-reel-of-film thing to increase the substream count. 'Save' after completing it and test before burning to disc.
