Is this a tracking issue or something else?

This seems like it would be a tracking issue, but I just can't get it out. I cleaned the heads in the VCR. This shows on all tapes i playback to my computer through my ATI 750. The area in question is designated by the red box. If it's a tracking issue, I think I'm stuck with it (Short of buying another S-VHS VCR, which I'd prefer not to do). If I am stuck with it, suggestions on how I eliminate it from my captures? I could crop out the lower 8 pixels to get rid of it, but then the resolution is non-standard. What can I do after the capture to remove it while keeping a standard resolution?

Just add a black border around the entire screen. There are two types of "border" tools....ones that
alter the original size and ones that don't. AviDemux has both built-in and there is a very cool plugin
for VirtualDub called Border Control.

I doubt you will actually SEE that bit of overscan on the final product but to be sure...Border It.

All VHS recordings have that at the bottom. It's called head switching noise (though I'm not sure that's really what it is).

Wow, I guess it's really been that long since I've watched a VHS, heh. I'll see what it looks like on my TV when encoded to MPEG-2 for DVD before I decide if I'm going to do any borders.

You don't normally see it on the TV because the TV overscans the picture. You never see the very edge at any of the four sides of the picture.
