  1. I have a Sony DRU 530A internal DVD burner on my PC that all of a sudden started making funny noises. Sounds like scrapping, or maybe something is loose inside. I took the buner out of the PC case, took the burner cover off, and everything looks good inside, with no loose parts except....

On the top of the DVD burner metal cover there is a label, and under this label is a small round plastic disc about the size of a silver dollar. This small disc is loose, and when I wiggle it with my finger from underneath, it makes the same kind if sound that I here coming from the burner when it is spinning. What is this small disc for? Should it be attached to the spindle? Is this fixable?

That plastic piece is the top bearing/centering hub for the DVD/CD disc. It's supposed to be loose with no disc spinning. If it's rattling during use, you have other problems with the drive. I would agree to just replace it if you are having burning problems.
