    Is there any software that you can cut a single frame from an AVI or MPEG and convert it to a Bitmap of some sort???

    Search PM
    Load your AVI or MPEG-1 clip in Virtualdub. Move the slider to the required frame. Select Video -> Copy source frame to clipboard.
    Open MSPaint or your favorite photoeditor and Paste.
