Placing a bitmap on a motion menu

Is there any way that I can place a picture (bmp or something like that) on top of a motion menu?

I want my motion menu still to work (the menu is encoded as a .vob).

Not without re-encoding the video with the bitmap in it. If it was just a simple sub-picture - i.e. black and white or white and transparent - then you might be able to do it. But to put a bitmap over a motion menu video means re-encoding the entire video.
