changing FPS of a video

hello. I got some software that makes animated gifs. They look really clear and beautiful, but the problem is this. The FPS on the thing only goes up to 10. I wanna make 30FPS videos. Anyone know of any software to do this?

Do you want to convert to animated gif with 30fps?
