  1. Can anyone tell me what I need to do to take a VCD ready .mpg file and clean up the audio and video? In some of them, the audio has an annoying hiss going through it - surely there's a way to filter that out. And in others, the brightness needs to be toned down.

    Anyone know what I need to do, what programs I need to use, etc?

    For audio cleaning I use CoolEdit, it has a nice feature for removing background noise: highlight a quiet part of the audio, click get noise profile from selection and apply this to the whole track: tada! background noise is gone.
    For video brush up I use virtualdub, which has nice filetrs like dynamic noise reduction, brightness correctio etc.
    After cleaning I remux video and audio and create the mpeg file.

  3. So, if we were laying out the steps:

    1) Load the .mpg into VirtualDUB
    2) Clean up video with dynamic noise/brightness etc
    3) Save cleaned .mpg
    4) Still in VDub, Extract .wav
    5) Load .wav into Cool Edit
    6) Clean up audio with noise remover
    7) Load cleaned .mpg and cleaned .wav into TMPG Video/Audio Sources
    8) Click Start
