First let me say I own the rights to these clips.
I am trying to find the easiest way to accomplish this. Unfortunately when ripping these DVDs the vobs do not break on the scene and I need a single vob per scene.
I have a MAC and a PC so whatever would be the easiest please let me know.

I've been out of the scene for a while so please excuse me if my suggestions are ancient and there is some new software that will do this, but when I was "into" editing, the VOB/IFO/BUP DVD structure was always an output or distribution format and not easily manipulated in the fashion you need.
That said, I seem to recall at least 3 ways of doing this:
1) Use DVDShrink's reauthor mode and the Start/End feature. This should allow you to add your existing titles then crop them to the start and end of your scenes. Then when it outputs it should output them as seperate titles and hence, seperate VOBs.
2) Use TMPGEnc DVD Author and utilise its clip edit function to basically do the same thing as 1).
3) Extract the MPEG video out of the VOBs using something like VOB2MPEG, then make your edits using an MPEG editor such as MPEG video wizard, then re-author using your favorite dvd authoring software.If in doubt, Google it. -
The easiest way would be to edit with Mpeg Video Wizard. No need to convert to mpeg as it will open a Vob.
