I'm still using Toast 6. When burning a premade VIDEO_TS folder to a dual-layer disk, Toast 6 arbitrarily chooses the layer change point. It generally puts it at the chapter break closest to the middle of the feature, even if a legitimate layer change can happen further into the show. Does Toast 10 allow you to choose your own layer change? (Within legal parameters, of course.)
