    I'd like to create a video that's similar to the Video Faq seen on this site, using the same format with the video on the left and the questions to the right. Clicking on the question takes the viewer to the point in the video.

    Does anyone know the software used to create this?

    Those are MP4 h264 files which Flash can play for the video.

    The menu isn't moving the video forward, it's merely playing different videos based on your clicking choice.
