i have a cdr-cdrw am willing to purchase a dvd burner. but first i need to know can a dvd be copied to dvd format? not vcd or svcd. i've done this with my cdr. i want to be able to watch on any dvd player not just my computer, or go out and buy a dvd player that plays vcds. if anyone can help before i go out and spend alot of money , it would be greatly appreciated.

I have just installed my Pioneer AO4 DVD writer and have gone thru the sme thing you are asking about. The answer is yes but only after ripping the DVD to your hard drive and then burning. Look to the left here under DVD rip and you should find all tne info that you'll need.
