NTSC interlaced vs. progressive problem

I am ripping DVD's to SVCD. I use:

SmartRipper or DVDDcrypter
DVD2AVI
TMPGEnc 2.51
Rate Control Mode: Automatic VBR (CQ_VBR)
Q=70
Max. Bitrate=2520
Min. Bitrate=0
Motion Search Precision: High Quality (slow)
VCDEasy or NTI CD Maker to burn

I have done over 200 movies. They are all NTSC. If the DVD is coded "progressive", I have no problem, but I have yet to get satisfactory results when the DVD is coded "interlaced". I have read many posts on this subject and the suggestions range from "do nothing and treat as progressive" up to "DO NOT select forced film in DVD2AVI and then use inverse telecine in TMPGEnc, trying both field A first and field B first". I view the resultant SVCD through an Apex 5131 on a Toshiba 65-inch widescreen digital TV (it is here that I want the movie to look good, since I don't watch them on the PC). As I understand it (and obviously, I don't) if after you select the VOB's that were ripped as input to DVD2AVI and then press F5, you can get info on the movie. It is here that you can see from the stats panel whether the movie is progressive or interlaced and also what the actual aspect ration is. If the movie was coded as interlaced, The suggestions say NOT to use "forced film" in DVD2AVI, then in TMPGEnc choose "interlace" in the advance panel and also select "inverse telecine" (I have tried both "flicker prioritized" and "motion prioritized" here) and try both "field A first" and "field B first".
This always results in a picture which looks great if there is no action, but with action, the video stutters and jumps horizontally. This gets even worse if the camera is panning during the action.
Maybe if I had a better handle on exactly what "forced film", "inverse telecine", and the more subtle settings in TMPGEnc do, I would not be asking for help. Does anybody have any suggestions? All responses are greatly appreciated.

Have you tried out the new Decomb plugin for Avisynth by Donald Graft? If you haven't, get it from http://sauron.mordor.net/dgraft/ and read the help file. You can also go to the Avisynth forum on Doom9 site and read relevant threads there. I think it will be very helpful to your problem.

Thank you Poplar for your suggestion. I did some critical evaluations and have found my problem. A STUPID MISTAKE. I created 2 different templates for TMPGEnc, one for SVCD NTSC Progressive and one for SVCD NTSC Interlaced. The mistake was in the interlace template. For "encode mode", I still had "3:2 pulldown when playback" checked instead of "interlace."

sounds like you're still getting the field-order wrong or the bitrate spikes are too high for your player. otherwise you appear to have a firm grasp on what needs to be done for hard-telecined(interlaced) sources. your source is telecined isn't it? not pure 60hz video?
