Annoying blinking on some webpages (IE but not with Firefox)

This blinking just started happening, its not an intentional webpage thing.

I noticed it today on slickdeals.net, especially in their forums, and at the firmware page. If I move my cursor over the page, portions of the page will rapidly blink. Does the same when I use the scroll wheel.

It seems to do it when I pass over items like links or just design portions of the page.
Anyone know what might have caused this to start happening out of nowhere?

The only thing I can think of is that I uninstalled some of the progs I don't use anymore, but none of them were IE dependent...

I am running Vista Ultimate...If this persists, I might just reinstall the whole OS as I have a few more issues that I have yet to resolve....I tell ya, it seems that if one little thing in Vista gets corrupted, the whole system gets corrupt...

I had something similar. I went into my add/remove programs and removed software from cnn.com
When I loaded a plug-in to view cnn content, all the annoying flashing of adds started. Also, cnn's homepage started taking a lot longer to load.

I rebooted and so far everything looks fine now...I forgot the #1 rule for an OS (especially a MS OS): rebooting takes care of 99% of problems!
