My capture card captures MPEG2 in good quality.
Thus I am looking for a software way to convert it to VCD format.
The TMPGEnc is too slow...
Any faster way to convert?

You need more patience. MPEG compression is a time consumpting enterprise.
TMPGEnc is probably one of the faster encoders (for MPEG-1) and still has pretty good quality. If you use too many filters in it, you will slow it down...
There are faster MPEG-1 encoders (e.g., LSX and CCE) but the quality isn't as good.
