One option is to archive it in pieces (it will not be functional until you re-assemble it)
You can split it into pieces with winrar (trialware), 7-zip or hj-split (both free)
Another option would be to get a cheap DVD burner and burn as ISO or a data disk (you could fit 3x2cd size plus a bit more on 1 dvd) -
You could extract the file from the ISO container with something like Daemon Tools, then split it with a video editor. What format video is it? You could use Mpg2Cut2 for MPEG or VirtualDub for most AVI type files.

mount the iso as a virtual drive on your HHD, ( free software for this purpose )
now you have access to all the files, and split it up or process it any way you choose -
Follow redwudz advice, which is the only post that tells you what you need to do.

I should mention there are other ways to extract a file from a ISO container besides mounting it with Daemon Tools and copying it back to your hard drive.
The freeware 7zip can extract files from ISO and other container formats: http://www.7-zip.org/ It may be a bit easier to use than Daemon Tools.
There are other payware ISO extraction programs in 'Tools": https://www.videohelp.com/tools/sections/iso-image
You can also read information about the file in the ISO container with MediaInfo or Gspot. Or play it back with VLC Media Player. -
how can l tell if my buner is capable of burning a dvd+rdl 8.5gb this way l would;t have to split the file

If you bought the computer with Vista pre-installed, it's probably new enough to have a DL burner. If you run ImgBurn, it will tell you the name and model and if it has DL capabilities. I would only use ImgBurn for burning DLs anyway. I would also recommend using Verbatim DL + DVD media as the only dependable one. In ImgBurn, look in: 'Tools>Drive>Capabilities>Write Capabilities' and see if 'DVD+R DL' has a check mark and that capability.
You mentioned CDs before, so I was assuming a smaller file. If it's a 7 GB DVD file, I wouldn't try to split it as that's a fair amount of work to split a 7GB DVD into two or more Single layer DVD files from one VIDEO_TS folder. If it's a 7GB ISO DVD file, you can also open that with DVD Shrink and transcode it to fit on one single layer DVD if you wanted to go that way. But that would reduce the quality.
I would also make sure it's a NTSC DVD or your set top player may not be able to play it. The fps (frames per second) would be 29.970 or 23.976 for a NTSC file. PAL is 25 fps. -
Could you describe what you mean by 'distorted'? Generally a burn works or it doesn't. Failures are usually skips during playback, especially near the outer edge of the media, denoting media problems. Any other type of distortion is usually a fault of the file itself, not the media or burner.
Your burning application, hopefully ImgBurn in this case, should have generated a 'burn log' that would tell you of any errors or problems encountered during the burn. But it won't tell you if the file itself is corrupted or damaged most times.
