I recorded a tv program on my dvd recorder and then tried to import the files to Roxio Creater 10 for editing but files were not visible to the program. I tried to import these files Video_TS, IFO & VOB but they were blank. This dvd will play normally in the computer or dvd player. Any suggestions on how to capture these files?

This is your first post so this will probably be a bit over your head but...you asked for it...
1) Finalize the disc in the machine(if possible/necessary)
2) Rip the disc with DVDDecrypter - IFO mode - File Splitting NONE to give you one giant lump of video(not numerous VOB's).
3) Don't know much about Roxio but you may even need to convert the one big VOB to normal mpeg2...AND you may need to convert the AC3 audio to mpeg audio as well. Like I said...Roxio MIGHT need mpeg audio and video...not sure.
