I was able to rip a dvd with dvd decrypter(rush hour 3 A pre release) and I was able to burn it etc but when I played it the audio and video is all out of whack.
If I try to play it with power dvd it plays all choppy, but with windows media player it plays fine.
What could be done to correct this problem, all I want is to burn the main movie.

A newer DVD like that, I would rip with DVDFab HD decrypter, edit with DVD Shrink and burn with ImgBurn. That's usually the best way to go for a DVD-5 conversion, IMO. Even to burn to a dual layer, I would use about the same method.
