If you broke off the RF connector, (The screw-on Type F connector) then I would replace it. If you have composite video and audio in, (RCA type jacks) you could use a VCR or DVR for a tuner and run RCA cables to those inputs. A video/audio RF modulator won't be any help as it would use the same RF in you broke off.

    And welcome to our forums.

The yellow is usually video in, the red and white are right and left audio in. RCA phono plug:

If the VCR or DVR has a tuner that will work for you and your channels, and has video and audio out with RCA connections, then it should work.

For your other TV with no video/audio in, just a TV tuner, yes, you should be able to use a TV RF modulator. They generally reduce the quality of of video, but should still work. Make sure the modulator puts out a TV signal on the same channels you can tune to. Most are channel 3 or 4, but some use other channels.

Nothing I can think to fix it by the control. You might try unplugging it for about an hour and give it another try.

Your old tape was probably dirty. You can try a head cleaning tape, but they don't work like having the heads cleaned. The wet cleaning tapes generally work better than the dry ones. Wait awhile for the tape path to dry after using a wet cleaning tape.
