When you say .mpg, are you talking .mpeg-1 ( VCD) or
.mpeg-2 ( DVD)? either way, the key is to have a decoder that
can handle .flv, and for that, Perian 1.0 does the job nicely.

    for Mpeg-1,
I use Perian 1.0, installed into the Quicktime Library,
and Quicktime Pro. I open the .flv in Quicktime Pro,
and save it out as a Mpeg-1 file using the Toast Video CD
export option ( from Toast 6, a legacy codec).

    For Mpeg-2,
I just drag and drop the .flv into Toast's Video Tab window,
and borrowing a trick from brother Frobozz, ,
I Author a DVD to a Toast image file (.toast).
Once done, I mount the Toast image in the finder, and then
use MpegStreamclip to open the .vob if necessary.
If not, I simply change the extension from .vob to .mpg and
    go from there.

iSquint is free and will make a mp4 from an flv quickly. Once it's a mp4 you can give the file to Toast or iMovie if you like and they will make a dvd compliant disc. VLC can recode from flash to a lot of different mpg types, as can ffmpegX.
