with nero, adaptec, or duplicator machines? I have a client that is going to make 2000 copies of a VCD with a company who does duplication. I dont know how they do it, Im assuming they use a cd duplicator. Can you do it that way?
Or even with say Nero just using CD Copy, or adaptec CD Copy??

Yes, you can just burn another copy using any of the many CD-CD coping programs (I like XDuplicator). Normally commerical CD/DVD/etc. aren't burnt thou, they're pressed. This allows you for faster production, but more initial cost (eqp and master).
