I'm running Vista Home Basic (SP1). A couple of times in the last month when I turned on my Seagate 160 HD (IDE) in my bytecc usb 2.0 enclosure I get the BSOD. I have a Seagate 320 in the same type enclosure that works fine. I've swapped both out and the same enclosure fails. It works fine on my wife's Xp notebook. The last time it happened I swapped the 320 and 160 and the problem went away.....not this time. I've also checked the usb cables and plugged into different usb ports.

Sounds like you've already narrowed it down to the one enclosure. The real question would be why it only causes an issue with the one PC. It could be a USB issue on that PC or an enclosure issue...or a combination of the two.
