What is VCD - https://www.videohelp.com/vcdWhat is DVD - https://www.videohelp.com/dvd
Wikipedia also has information.
\VCD is limited to 352x240 (NTSC) or 352x288 (PAL) progressive MPEG-1 video at bit rates of 1150 Kbps or less and MPEG-1 layer II audio at 224 Kbps and 44.1 KHz and 2 channels (no 5.1 audio allowed). VCD is the first video format that fits on CD media so it's very old. The low resolution and video bit rates limit the quality quite a bit. They are still being made in parts of Asia and Eastern Europe but the format was never really introduced into places like Japan, North America and Western Europe. VCD subtitles must be hard coded into the video and as the format only supports one audio stream, manufacturers have resorted to things like "Left speaker Cantonese, right speaker Mandarin" which can be seriously annoying if your playback device or software does not allow you to play only one speaker on such VCDs.
DVD uses DVD media and has significantly higher bit rates for video and audio than VCD allows and is almost always made from MPEG-2 video, which can be progressive or interlaced. MPEG-1 video is allowed for DVD with some limitations. DVD resolutions are typically larger than VCD. DVD has selectable subtitles (can turn them on/off) and multiple audio tracks are allowed.
