Everytime I click Create a DVD, it says the DVD Maker is already running. I am used to Vista Home Premium Movie Maker which has DVD maker built-in. Otherwise, I need suggestions as the proper software to use if I save this as standard definition supposedly. Thanks.

Are you using Windows 7, or Windows Vista ? You subject says 7, your post says Vista.
There are two programs. Windows Movie Maker (or Windows Live Movie Maker in Windows 7) and Windows DVD maker. You use Windows Movie Maker to edit your videos, and Windows DVD Maker to encode and author your DVD.
Personally, I wouldn't use either.
If you need to edit, look at getting a proper editor, although Windows Live Movie Maker is passable for simple stuff.
For encoding and authoring, I suggest AVStoDVD if you just want a simple solution that provides good quality video.Read my blog here.
