Creating a Borg-like laser effect in After Effects

Hi..

I was wondering if anyone has created a special effect in Adobe After Effects that is similar to the red laser beam that comes from the eye of a Borg (from Star Trek if I need to say that!). I guess this would be similar to the effect of a red security laser beam, but that I want it to be able to move, such as the laser appears to be shined/flash into the lens.

I haven't put much thought into it yet, but I'm guess I could modify the technique used to create a light sabre effect, but maybe someone out there has all ready done it. I know there are many SFX packages out there but I only have access to After Effect 6.x at this point.
