vcds never sound good on standalone dvd players. will vcdgear help?

No. Simply re-authoring won't change the audio quality. If the audio is that bad then there is little you can do. You can try extracting it and filtering it in various ways (exactly how depends on the nature of the problem), but otherwise you gain nothing.
