How can I apply virtual dub filter to a selected portion of my video clip ?
eg. 1 minute video and want to use filter on middle 10 second portion and then save the whole project ?

There are only a few filters which can be applied to a specific frame range, like logo,frame tweaker, and may be others.
Depending on the filter you are applying you may have to save your one minute clip as
First 25 min - no filters applied
Next 10 min - filter applied
Last 25 min - no filters applied.
Open all these in VirtualDub again as Appended segments and get your final output.
Sure you must have already thought of the above method as a workaround.
